CLIRA Ltd (Complete Legionella Independent Risk Assessments) was established in 2006 and has been providing specialist expertise within the water hygiene industry for over 10 years. Based in Shrewsbury, Shropshire, we deliver nationwide Legionella Risk Assessment services and a full range of water hygiene solutions to support organisations in achieving and maintaining compliance with current health and safety legislation.

CLIRA offers a comprehensive suite of specialist services designed to support full water hygiene compliance, including Legionella Risk Assessments carried out in accordance with HSE guidance, ACoP L8, HSG274 and BS 8558. Our assessments include detailed site surveys supported by full CAD schematic drawings of your water systems. We treat risk assessments as “living documents,” meaning they are regularly reviewed and updated whenever changes occur within the water system or building layout.
Our services also include cooling tower risk assessments and monitoring, bespoke Pseudomonas aeruginosa risk assessments, and chlorination of water storage tanks and domestic systems in line with ACoP L8 requirements. We provide independent UKAS-accredited laboratory water sampling services for Legionella, coliforms, total bacteria counts and general water quality parameters.
In addition, we offer water storage tank replacement and refurbishment in accordance with current regulations, system flushing and pre-commissioning cleaning, and a full range of remedial works to address identified risks. We also deliver Legionella awareness training and general consultancy services to support clients in managing ongoing compliance.
CLIRA is a member of the Legionella Control Association and is registered for the full range of services we provide, including Legionella Risk Assessment Services, Hot and Cold Water Monitoring and Inspection Services, Cleaning and Disinfection Services, Training Services, and Legionella Analytical Services.
It is important to note that the LCA no longer issues annual certificates. However, our current membership and compliance status can be verified via our official LCA company profile.
In accordance with HSE guidance, particularly ACoP L8 (Fourth Edition), we also work in line with The Control of Legionella: A Recommended Code of Conduct for Service Providers. This framework ensures that service providers maintain robust management systems and deliver consistent, high-quality services for the control of Legionella.
To further demonstrate our commitment to quality and compliance, CLIRA holds ISO 9001 and ISO 14001 accreditation, as well as Constructionline and SafeContractor approval.
Our Director is a senior member of the Water Management Society and IHEEM, and all of our technicians are fully trained and hold enhanced DBS checks, ensuring our clients receive a safe, professional and trusted service at all times.
